I've never had problems like that. Are you sure you are looking at all plugins? After selecting plugins on your wordpress admin panel you might see only a subset of the plugins on your blog. Make sure you've selected to view 'all' plugins at the top of the page, my best guess is that you are only seeing the 'active' plugins at the moment. strange… I’ve never had problems like that. I think you are only allowed to show 3 Adsense ad units per page, the Ad Buttons one is the 4th one so it doesn't show.
